Hello and welcome to HCM,
Swelling and hardness in lower legs with a previous history of hip surgery is likely to be due to deep vein thrombosis (DVT).
Immobilization accompanied by predisposition for thrombosis are major factors responsible for DVT.
Hip surgery is accompanied by immobilization of lower limb and thus DVT.
Other symptoms of DVT are pain, redness over the skin.
However, a clinical assessment is required to diagnose the condition.
Besides DVT swelling and hardness can also be caused by muscle sparn or stiffness.
I suggest you to consult an orthopedician for clinical assessment and investigations for diagnosis and thus management.

Thanks and take care
