What Causes Swelling And Redness In Lower Legs?

Both lower legs. Swollen and red like a sunburn. Down front shin area and around the outside of legs to the calves. Hot to the touch. Hard to the touch. Constant pain to the bone. Age 63. Male. A general practitioner, an internist, and an orthopedic doctor are stumped. Ultrasound, blood tests, MRI, and bone scan all no help.
