What Causes Swelling And Redness In The Feet?

hello,i am a 48 year old male. and i do have diabeties as of 6.yrs ago. and as of four days ago both my feet and legs are swollen and red,and my feet are puffy like and my legs are very tight and red. could this be (P.A.D.). and as of this hour i am going to the (E.R) please, will you share some light on this matter. thank you....!
