What Causes Swelling And Stiffness In Fingers?

i am having sensation in my left arm (generally) and feet from last few weeks. occasionally also in my right hand..sometimes my fingers feel like swollen and tight in the morning as soon as I wake up
should i contact a doctor, a physician or some specialist in diabetes/cardio etc?
