What Causes Swelling In The Feet After A Toe Injury?

I stubbed my big toe, there was no fracture per the ER DR, however, foot is still really swollen at times and I can t bend my toes down as it feels too swollen for me to do that. is it possible I have ligament damage?? Should I go see an Ortho Dr? Course of treatment was crutches, ace bandage ice and heat for a few days.. I also wore a wooden shoe for a few days after that, and it helped . This happened almost a month ago as I was at ER on Feb 19,2017.
