What Causes Swelling In The Neck After Receiving An Epidural Shot?

I was in car accidents on Dec, 28,2016 hit from back. ever since then been have neck pain ok, on high blood pressure, on march 2,2017, I had epidural block for cervical sprain ligament, the block didn t work, in more pain now. having swelling to my neck, and tingle feeling run down my left side to my hand.
