What Causes Swelling In Toe?

On my mothers left toe just a bit above the thumb there is swelling. She is facing this problem for past 1 year. Can you please tell me what it can be and if there is any medication needed. Did show couple of doctors and they said that there is a growth in the bone and it is okay and they have just given pain killers.
