What Causes Swelling Of Upper Lip And Eye?

My fiancé woke up with his upper lip swollen and under his right eye really swollen too. His blood pressure is 178/109 heart rate 109. And now he is shacking uncontrolabe. Please asking to find out what could this be doing this and how serious this is. Thank you
