Swelling on face/legs, bluish discoloration of nails & severe breathlessness in a 15 years girl suggests the possibility of lung or heart problem.
Please take her to a physician, for thorough physical examination & investigations as per needs, followed by specific medications or referral to a concerned specialist.
You can give her tablet Derriphyllin after food for some relief from breathing problem.
