What Causes Swelling On One Foot And Shin With Uncomfortable Feeling?

Since the start of the year I have had swelling on one foot and shin. I went to the doctor and he diagnosed it as fluid, but could give no cause - just recommended putting it up when resting. This actually doesn't make a lot of difference. I get an uncomfortable feeling in the shin when I stand on it too long, and it started after a very hard walk/run. Do you think it could be a stress facture?
