What Causes Swelling, Redness And Numbness On The Forehead And Ear?

My sister, who is 56 years old and has COPD, had an episode where she suddenly experienced swelling, redness and numbness to the right side of her forehead and ear, as well as swelling in both hands. It really scared her because it came out of nowhere, but she is hesitant to go to the ER because the symptoms are now subsiding. Should I try to convince her to go?

was she allergic to any medications previously?
