What Causes Swollen And Hanging Vaginal Lips?

hi. I haven't been sexual active for 2years and now since I've been with my current boyfriend... I have swollen vigina lips and skin feels like its hanging... I dont know what it is he and I have both been tested for std in the past and we are both negitive but i would like to know what this is... Thank you
