What Causes Swollen Hemmoriods?

My husband is extremely concerned over his hemmoriods. They are swollen and will not go down. There is some leaking clear in color coming out but his concern is this. Is there a possibility of them becoming ligment? His concern is will if not tended to can they cause or be a symptom of cancer coming. He soaks in the bathtub to reduce some of the swelling but it does not go away. There is no bleeding or discoloration that is noticeable.
