What Causes Swollen Legs While On Metformin?

My 81 year old husband has diabetes; no insulin, only Metformin. His legs are swollen, red and puffy and scaley. His doctor prescribed Triamcinolone .1% cream to be applied 3 times a day for a week, plus 10MG Furosemide. After 5 days, I don t see uch progress in his swollen legs and while his legs aren t as dry they seem to be developing more red bumps. He has been sitting outdoors out of the direct sun. What do you think?
