What Causes Swollen Legs With Water Discharging Bumps?

My legs are swollen and from the knee down I have bumps that are seeping water. They are worse at night. I have had cellutitus in the past and have been hospitalized for 3 days. This is not hot to the touch. Should I go to the emergency room or just see my PCP?

HI
This sounds like a venous stasis problem and not cellulitis
No need for the ER--seeing your PCP soon would be appropriate
