What Causes Swollen Neck Inspite Of Having Infection?

The right side of my neck is swollen, it appears to be fluid filled. It is not painful at all. It started 3 years ago. The doc did cat scan and he said that there was bacteria in my lymphs (in neck). They gave me steroids and antibiotics and it went away until yesterday.
