What Causes Swollen Vein In Ring Finger And Tingling In Toes?

Good night, M My name is Krisha. My left ring finger vein is swollen. I do not wear any rings, also I didn t injure or no insect bites. It was painful. It doesn t hurt anymore but my vein is swollen still. Also, I ve a history on T.I.A s, vertigo. As I type this, toes on left side side tingling. What could this possible be? Thank you in advance for your medical expertise.

*In absence of any injury or bite, vein swelling ( if it is really clinically ) as
per your narration is not normal keeping in mind the history of TIA
