What Causes Temple Tenderness Pain With Bruising And Protruding Veins?

I visited my 80 yr old mum today. As I washed her hair she said her temples were feeling very tender, the right one being the worst! I looked at her head & found that her temples appeared bruised purple with protruding veins! The vein on the right hand side was particularly painful! Mm is very stubborn! Should I take her to the GP!!
