What Causes The Feeling Of Reduced Blood Circulation In Neck?

I ve been having episodes of zoning out 3-4 times a day and I get a feeling in my neck vein like something is stopping the blood from flowing, almost like a kink in a hose before it seems to let go? I do know I tend to have high platlets. Last check they were 567,000 ppm. Thanks for any info.
