What Causes The Penis Tip To Close Prior To Urination?

Hi. My father who is 86 years , 5 ft 10 has undergone a prostate surgery about 2 months ago. He was still having problems so he got the procedure done yesterday where they cut the tip of the penis in order to make the flow better but that hasnt worked too. Doc says just before peeing the tip kind of closes a bit and they need a few more days to diagnose it. Would you know why this could be happening and what could be a remedy.

It can be due to stricture or calcification because of old age, keeping him catheterized and uro-bag (urine bag) can be of some help.
