What Causes Tingling And Numbness All Over The Body?

I had thyroid surgery two months ago today. the doctor put in iv in my neck because they could not find veins for arm. every since then I have had numbness and tingling all over my body. today my right arm locked up so bad that i couldn't move and it was tingling and i had to wait until it like thawed out. i still feel tingling and numbness but i feel it will happen again. what is this?
