What Causes Tingling In Both Arms And Trouble In Speaking?

I have tingling in both arms from fingers to upper arm. Cat scan revealed sinusitis. I am having trouble speaking. Soft palate is not working and has before. The voice box is working. MRI of head- no stroke, xrays, blood work ok. Am on antibiotics since the symptoms began. What could cause this?
