What Causes Tingling In Feet While Having Herniated Disc?

I have a herniated disk on L2 L3. I at times have tingling on both of my feet and loose my balance. It sometimes might look like i'm buzzed to others. Why is this happening. I got injured in a car accident 2 years ago and i have been noticing a deterioration over the 2 years. I have also been noticing a lose in my grip as well on both of my hands. I dont know if this is part of my back problem.
