What Causes Tingling Sensation In The Feet While Walking?

Feet tingle and burn when walking. Legs heavy easily fatigued. Not diabetic. Minimal plaque buildup in leg scan. Degenerative changes in lumbar region. Smoke pack a day. Sound like PAD or neuropathy? PCP thinks is related to lumbar issues, doesn t direct me to specialist. Walking uncomfortable, could it be harmful? I want a diagnosis of the cause. What type of specialist would you see?
