Tingling in the hands and feet can be caused by Doxycycline. We called Parasthesia which is defined as an abnormal sensation, such as burning, pricking, tickling, or tingling. Parasthesias are one of the more general groupings of 
nerve disorders known as neuropathies. 
But it is so fewer case whos are experienced like this symptom. 
You may try to hold Doxycycline and use another antibiotic instead to see if it cause from doxycycline. If you have UTI, you need to do your urine culture to see what antibiotic is sensitive to your infection.
You should go to see your home doctor see what is the real problem you have. Tingling on feet and hands can be many other problems.
