What Causes Tingling Sensation Just Below The Right Shoulder Blade?

Hi, for as long as I can remember I have had this uneasy tingling sensation just below my right shoulder blade near my spine and it feels like little insects walking around under the skin - VERY tingly and uncomfortable, it sometimes is temporarily soothed by a scratch but not for long as it always returns - it needs a permanent solution! What is this weird and uncomfortable thing I am experiencing and how can I get rid of it for good!? please help Robert
