What Causes Tingling Sensation On Left Side Of Neck When With A History Of Back Surgeries?

Approx. 3 months ago I started with a a tingling feeling from the left side of my neck radiating down to my left shoulder. It feels like the same tingling you get from a tens unit. Started when driving and raising my left arm to steering wheel. As time went on it happens even when doing nothing. I have a history of osteoarthritis in many parts of my body. Have had 4 back surgeries and joint surgeries. Could this be arthritis in my neck?
