What Causes Vaginal Pain During Urination?

Hi, I am having pain in my vagina from 2-3 days. Also suffering from fever. While urinating the pain increases. And now my periods have started. I am unable to understand what can be the reason for it. Though some are saying it can be urine infection but I doubt bcz I am having pain in the upper area i.e near clitoris.
