What Causes Veiny Look On Body, runny Nose And Fever In Infants?

When I gave my toddler a bath tonight (19 months old) as I undressed him his entire body had this odd look to his skin. Kind of looked like your skin does if you are cold. Kind of vainy if you know what I mean. All except his back. He s had a runny nose today and a fever yesterday of 102. Very fussy and sleepy and not eating much. My daycare provider said he hasn t had as many wet diapers as usual either. He is asleep now and seem comfortable. Any thoughts????
