What Causes Vertigo, Spills, Memory Loss And Vision Loss?

Friend was diagnosed with a short in the brain that sends out going messages, with symptoms of vertigo, falls, spills, memory loss, vision loss, paulsy type reactions with mouth and face muscles, now having blood in stool, ears bleed, and occasional bloody mouth purges... Can this be a misdiagnoses?
