What Causes Warts In The Base Of Penis?

I have recently developed a few warts in the base of my penis and after investigation on the internet it seems like it's genital warts. I have no symptons or pain. I need a doctor to get a precription and I don't know what kind of doctor to see. I inquired at the local county clinics and they are a nightmare. I have health insurance however I dont know who to see or what to do. Please help
