Hi, i am sexualy active and lately I ve been very itchy down there and sometimes it is red and puffy bur today I noticed white bumps around and on my clit and when I took a closer look, it looked like there were tears above it and one big one below it. I have no idea what is going on...

Judging from the description vaginal candidal/yeast infection is likely; itching is a symptom in yeast infection.
Bumps or sores on genitalia are indicative of Genital herpes, however, this possibility need to be ascertained by a physical examination.
The lesions in genital herpes are usually multiple, well defined, discrete, painful and are easy to diagnose on physical examination. PCR may be ordered for a confirmatory diagnosis if doubtful.
I suggest you to visit a sexual health specialist for a confirmatory diagnosis as well as appropriate treatment.
Testing for other STD;'s like Syphilis, HIV is also recommended.
