What Causes White Bumps Around The Heels Of The Feet?

My 9 year old daughter came home from school yesterday complaining of white, nodule-looking bumps on the sides of her heels on both feet. They are not located on the surface of her skin. The bumps are only visible & palpable when she is weight-bearing. They do not hurt, but she says she does feel a little pressure from them.
