What Causes White, Dry Patches On Toes?

Hello, I am 31 years of age and 5'11 with a weight of 225. My health is fine, however I have these white dry patches on each of my toes on the left foot and a 3 of them on the top of the toes on the right foot. What could be causing these spots. I am currently using Eucerin intensive repair lotion and I am not seeing my skin color come back in.
