Hello,

Small whitish bumps on the skin of the penis is commonly caused by pearly penile papules, they are harmless and not contagious. Do not try to pop them as they may cause spread of infection. Fordyce spots are also tiny bumps that cluster together, they are harmless. For cosmetic reasons pearly penile papules can be removed by laser or freezing. Fordyce spots by laser but they are expensive.

Since you are sexually active, you are suggested to get clinically examined by a Urologist, get STD tests done, as similar symptoms are manifested by sexually transmitted infection like genital herpes, warts, syphilis, etc. If tests come positive, you will be treated accordingly.

Take care. Hope I have answered your question. Let me know if I can assist you further.

Regards,
