i have a loose piece of skin hanging in the back right side of my throat. it is visiably just hanging there. it has never happened before. i thought i had a piece of food stuck in my throat after dinner but went and looked and saw that hanging. what could it be

From history it seems that you see hanging skin like structure is Uvula.
This is normal and it is always there on back of your throat.
Sometimes it can be swollen due to infection.
