HI,Welcome with your query to HCM.
Based on the facts of your query, after its review your daughter seems to have pubertal changes with developing breast, though it is bit earlier, but not uncommon in recent atmosphere of netizans.
It could be start of Normal pubertal changes and indicates early menses too in her case.
If still if you feel her development mile stones as abnormal for your family history,You can check with your doctor for Pre-caucious Puberty, which needs to be ruled out in your case if need be.
So don't worry unless your GP doctor opines on it.
Hope this reply resolves your worry with your queries.

Will appreciate writing your feedback review comments,to help the needy patients like you at HCM.

Good Day!!
