What Could Be Causing My Persistent Dry, Peeling, And Swollen Lips With Rashes?

Hi, I am experiencing dry lips, and rashes around the lip line perimeter since a month. The skin peels off, it s slightly painful. Lip perimeter and lips looks red, swollen sometimes, lip line skin is flaky and peels off, looks whitish due to peeling, Feels like allergic reaction. I am really scared. I tried changing lip balm, now use Himalaya lip balm tube.Please help me with the cause and treatment.
