What Could Be Causing My Persistent Eye And Facial Itching, Redness, And Dryness After Moving Into A Basement?

Hi. In September I moved into a basement. My eyes would feel itchy at night. It progressed to get more itchy and would get swollen the next morning with crust around my eyes. I would get a white stringy liquid in my eye. 4 months later, the itch has gotten significantly less in my eyes but now I have it on my face. My face feels itchy, I scratch it and it turns red. It is really dry and the skin is damaged due to the itching. What could have caused this and how should I get it treated?
