What Could Be The Dried White Stuff In Pubic Hairs?

I have dried on creamy white stuff on my pubic hairs closer to my labia, not up on the top of pubic mound. It is not normal secretions, I can pull a hair out and then scrape the dried substance off. What is it? My whole labia area feels swollen and just irritated but not itchy!
