What Could Bulging Veins On Foot Suggest?

I have a red bulge on the left side of my foot above my arch. It is painful to the touch and I have not been able to fully walk on my foot for a week. The veins around the red bulge are sticking out. I believe I hurt it while working out. What could this be?
