What Could Cause A Hard, Tight, And Always In A Contracted Form Of Genitals?

Hi, my husband has what I would call an undeveloped scrotum. The testis are there but small. The scrotum itself is very hard, tight, and always in a contracted form, as opposed to loose, hanging genitals. There was no problem with fertility. I just wonder if there is a term for this condition.

Thanks for query .
You have noticed testicles of your husband to be smaller and always in contracted form.

Please note that position of testicles or scrotum is always governed by temperature difference between body temperature and out side temperature to have effective production of sperms and has no significance

Since he has no fertility issue you need not worry about the size and position of scrotum.
