What Could Cause Lifelong Bumps On My Arm To Worsen, Spread, Turn Red, And Appear On My Face Without Itching?

I’ve had these tiny bumps on my arm ever since I was born. But recently they have gotten worse and struggled to spread and have started looking red like a rash. I’ve seen like my face getting mad and starting to look like there’s a rash forming on my face. I don’t think it’s eczema and it doesn’t itch but I don’t know what it is.
