What Could Cause Patches ,bubbles And Burnt Like Marks On Left Hand And Elbow ?

Hello. I have a nephew who s about to be 5 and he has these patches in his left hand and his elbow that resemble burn marks or old water bubbles that never broke the skin. He never complains about them I ve asked several times. Can you kinda enlighten me in what it could be?

it could be nice if i get pics of the lesions,,,helpfull in diagnosis,,

Anyway its a macular lesion,,etiology has to be determined
