What Could Dark Dents On Foot Suggest?

I have a dent in my lower leg about 3 inches above my foot that randomly has appeared. It is darker in color than the surrounding skin and definitely a dent. It feels as if there is a rubber band around my leg just below the dent. What could this bee and do I need to get medical help?
