What Could Difficulty In Straightening Legs Despite All Tests Being Normal Indicate?

Daughter can't straighten her leg. Fell when going off the block for track about five months ago. She has had an MRI, CAT scan, and x-rays. All of these were clear. PT has not helped. She has lost all strength in her quads. PT says hamstrings are taking over. What can we do to help her?
