What Could Dizziness With Painful Neck Suggest?

Sir my sister 15 years old, has mild dizziness when she is standing with her eyes closed, for instance in school assembly. But she has no balancing problems. She also feels the room spinning at times. Also she feels pain in her neck when she looks down or tilts her head much. Please diagonise her problem and state it with remedies
