What Could Fleshy Bumps On Knee And Shin Suggest?

About 2 or 3 years ago maybe, I developed a small cluster of four or five small flesh colored bumps just under my knee on my shin. I'd hoped they'd go away, but since that time they've only spread and I have about 20 now. I tried using freeze-away on some of the slightly larger ones thinking that maybe they were just warts but it did not work, they're all still there. What could this be and what can I do about it? What kind of doctor should I see about it?
