What Could Floating Of Lips With Difficulty In Speech Indicate?

Hello doc i am asking this for my husband, sterday he was in tension and he did nt speak for sometime later when i saw him i found his lips floating to his left side and he was unable to speak he cant listen to me and he was shouting that he was going mad and he was scampering in his voice. what would be the prob will it be a stoke he used to get headache
