What Could Hard Painless Lump On Right Shin Bone Indicate?

I am an 18 year old college student, and I have a hard painless lump on my right shin bone. I cannot move the lump around or anything like that. There is no color change around the lump. It swells up every once in a while. It's been there for a couple months. Any idea what this could be?

If it is attached to the bone, bone tumor should be ruled out at first. Other benign lesions like a cyst or lipoma should be also considered.
I suggest you to consult your doctor and have an X-ray of this part at first. If nothing will be found in the x-ray, ultrasound should be next.
